Background

 

The Southern African Pesticide Regulators’ Forum (SAPReF) is a sub-committee under the Plant Protection Technical Committee (PPTC) of the SADC Sanitary and Phytosanitary (SPS) with the mandate of promoting regional information exchange and collaboration in the management of pesticides in the SADC region. Formed in 2011, SAPReF was endorsed as a sub-committee in 2014 by the SADC Plant Protection Committee (SPPTC).

 

SAPReF was formed as a regional body in 2011 after SADC pesticides regulators met to discuss their challenges and identified the need for a regional body that was led by governments and not industry. 

SAPReF is focused on harmonising the management of pesticides throughout their life cycle, from production to disposal, to prevent and reduce pesticide risks.

 

 Objectives

  1. To develop regional collaboration on pesticide risk management and reduction in the member countries of SADC.
  2. To identify and adopt best practices and models on pesticide risk management and reduction in member countries.
  3. To promote rational management of pesticides.

Who's SAPReF

SAPReF is comprised of SADC member states and resource agencies.  Member-states are represented by pesticide regulators and technical staff from all 16 SADC countries, and different ministries from the agriculture, health, environment, labour and trade sectors. Resource agencies working in the field of pesticide risk management supporting SAPReF include: agencies and organsations from the United Nations (i.e., FAO, WHO, UNITAR), universities, NGOs and non-SADC government agencies. 

 SAPReF is currently comprised of 16 SADC member countries (click on the country to be taken to their website), which are:

SAPReF leadership and members

The activities of SAPReF are coordinated by an Executive Committee (SAPReF EXCO) comprised of seven members appointed by its general membership. The committee is headed by a chairperson on a rotational basis according to the SADC system of rotating chairs:   

  • 2024 SAPReF Chair: Angola
  • Outgoing SAPReF Chair: Botswana
  • 2025 SAPReF Chair: Zimbabwe
